Fiscal Transfers, Natural Calamities and Partisan Politics: Evidence from India

Do some sub-national governments receive higher transfers from the Central government than others? Which channels exist for to practice partisan politics? Taking note of significant gap between relief sought by states in context natural calamities such as drought and assistance given Centre, present study attempts contribute vast literature on fiscal Centre different India with particular focus politics. The empirical analysis based total non-plan grants an index over past three decades suggests that grant allocation response is politically aligned states. Compared non-aligned received lower a non-drought year. Further, if average intensity were occur, marginal vis-à-vis was upto ~9% (~16%) (non-plan) grants. results also show extent favouritism exhibited differs ruled same political party those parties extending outside support government. Over time general has become apparent, while channel through which manifested earlier less important later years. This presents link broader economy disaster management.
